Background Information:

Regular Personnel Rules review and revision is a crucial part of an effective policy and procedure management plan. Updating rules ensures they are consistent, effective, compliant with State and Federal laws, and understood by all parties.

TCPR §6111:  Paid Sick Leave for Temporary or Extra Help Employees was revised as a result of Senate Bill 616 which became effective 1/1/24.  SB 616 increases the full amount of paid sick leave at the beginning of each calendar year from twenty-four (24) hours  to forty (40) hours for extra-help and temporary employees. Therefore, on January 1, and on each January 1 thereafter, extra-help or unrepresented Tehama County employees may receive up to forty (40) hours of credited sick leave, not to exceed a maximum of forty (40) hours total accruals for use during a calendar year. In order to become eligible, the employee must have actually worked thirty (30) days within one year of employment. Employees thereafter must be employed with the County for ninety (90) calendar days before they are able to utilize the sick leave accruals.

Additionally, the rule was revised to include accrual carryover information should an employee move from permanent status to extra-help status.

This rule was created by the Personnel staff, then routed through the Personnel Review Committee, and the Department Heads. The process then continues to presentation and/or approval by the full Board, which is the current step in processing this Personnel Rule.
