recommendation

a)                     AGREEMENT - Approval and authorization for the Chief Administrator to sign the Lake or Streambed Alteration Agreement with the California Department of Fish and Wildlife (CDFW) to allow for continued annual maintenance activities at the three County boat ramps, for a period of 4/15/23 to 12/31/28

b)                     Consider adoption of a finding that annual maintenance at the three Tehama County boat ramps, which consists of removal of sediment deposits resulting from winter high water flows, is categorically exempt from review under the California Environmental Quality Act, (Class 1 Categorical Exemption), and direction to the Chief Administrator to file the Notice of Exemption

body

Financial Impact:

Funding for the permit fees of $6,474 and boat ramp cleaning was appropriated in the FY 2023/24 Property Planning and Management budget #1076-532319.

Background Information:

The agreement will allow the County to continue to clean gravel and sediment from the three boat ramps (Bend Bridge, Mill Creek, River Park) and adjacent riverbanks that accumulate each year as a result of winter storms and changes in river water levels.  Annual cleaning of the ramps is necessary to ensure safe public access to the Sacramento River in Tehama County.  These agreements only allow maintenance activities to occur in the river between April 15th to May 31st of each year.
