Financial Impact:
The funds for this position have been budgeted in FY 23-24.
Background Information:
The Tehama County Health Services Agency issued a conditional offer of employment to the selected candidate on 1/16/2024. As part of the new hire process, fingerprints were submitted via the Livescan procedure, on 1/26/2024. To this date, no results have been received. The Personnel Office communicates regularly with the Sheriff's Office regarding Livescan results for candidates in the new hire process. When inquiring about the status of Livescan status for multiple candidates, the Sheriff's Office informed Personnel the Department of Justice (DOJ) is experiencing delays with no estimated time frame for resolution and no ability to expedite results. Furthermore, DOJ will not respond to any inquires related to delayed transactions until the manual review of the transaction is complete. The candidate has successfully completed all other pre-employment requirements.
If approved, the candidate will be an employment contract at-will employee. Permanent appointment will be contingent upon successful completion of the pre-employment process, which includes receipt of the Livescan results. If the above action is not approved, the County will lose the opportunity to hire a highly qualified applicant with the qualifications, experience, and knowledge necessary for this critical position. Personnel has reviewed the waiver of fingerprint request and recommends temporarily waiving the fingerprint requirement.
