Requested Action(s)

recommendation

a)                     RESOLUTION - Request adoption of a resolution of the Board of Supervisors of the County of Tehama, State of California to adopt the residential anti-displacement and relocation assistance plan and authorize the Chief Administrator to sign the Uniform Relocation Assistance and Real Property Acquisition Act Policy & Procedures

body

Financial Impact:

Lack of an adopted anti-displacement and relocation assistance plan would impact the County’s eligibility for the CDBG federal grant funds.

Background Information:

On 2/27/24, the Board gave approval for staff to submit an application for the 2023 Community Development Block Grant (CDBG) program.  The project identified is the complete repaving and ADA improvements in the Walnut Street Complex which houses multiple divisions of the Health Services Agency, the Probation Department, the Juvenile Justice Center, the Agriculture and Animal Care Departments, and the Ag Extension.

Pursuant to 24 CFR 42.325, there is a requirement of the funding source for the County to adopt a residential anti-displacement and relocation assistance plan.  The proposed policy is based on the regulation which has been drafted into a policy document.  The current proposed project will not cause any displacement.
