recommendation

a)                     Request approval of Tehama County’s CalWORKs County System Improvement Plan (Cal-SIP) Report 2021-2026, and authorization for the chair to sign the Cal-OAR Report Signature page (SIP Appendix A) to be submitted to the California Department of Social Services

body

Financial Impact:

There is no financial impact for today’s action. However, an annual CalWORKs Single Allocation is received, which funds administration of CalWORKs Eligibility and Employment Services, and provides funding for the CalOAR. In the current fiscal year, the CalWORKs Single Allocation is $4,262,634. It’s all federal and state funding. If a county share is incurred, it would be paid with Health & Welfare Realignment revenues. There is no impact to the County General Fund.

Background Information:

The CalWORKs Outcomes and Accountability Review (Cal-OAR) is mandated by Assembly Bill No. 70 (passed in 2020), and is intended to facilitate continuous improvement of our CalWORKs program. Beginning of November 2021 with County Self-Assessment review completed the System Improvement Plan that was developed in partnership between Tehama County Social Services’ Welfare To Work program and California Department of Social Services. The System Improvement Plan identifies areas needing improvement, and builds strategies and plans to achieve improvement with an annual update requirement.
