Financial Impact:
There is no direct fiscal impact on the County General Fund. This is an Appointment of the Local Mental Health Director and does not have a cost associated with it. Failure to have a designated Local Mental Health Director could have negative fiscal impact to the Tehama County Health Services Agency due to inability to certify and/or recertify Medi-Cal service provision sites, resulting in an inability to bill for Medi-Cal reimbursement of provided mental health services.
Background Information:
Elizabeth Gowan resigned her position as Mental Health Director effective February 1, 2021. The Tehama County Health Services Agency requested and received Board of Supervisor approval to appoint Jayme Bottke as "Interim Local Director of Mental Health Services" effective February 2, 2021. This interim appointment had a 12-month time limit per California Code of Regulation (CCR), Title 9, Article 8, Section 620.1, and expired effective February 1, 2023.
Mark Montgomery briefly held the position of Mental Health Director starting November 16, 2021 and was appointed by the Board as the "Local Director of Mental Health Services" effective November 16, 2021. He resigned the position on September 6, 2022. Since that time, the position of Mental Health Director has remained unfilled despite continuous and expanded recruitment activities.
California Welfare and Institutions Code (WIC) Section 5607, "Administration; qualifications of administrators" and WIC Code 5751, "Directors of local health services; qualifications; regulations" require the Board of Supervisors appoint a Local Mental Health Director.
