recommendation

a)                     AGREEMENT - Request approval and authorization for the Executive Director to sign amendment #2 to Participation Agreement #1312-BHQIP-2022-TC with the California Mental Health Services Authority (CalMHSA) (Misc. Agree #2022-289, as amended by Misc. Agree #2023-67) for the purpose of providing services to support County Behavioral Health Plans in meeting select milestones required to complete the California Advancing and Innovating Medi-Cal (CalAIM) Behavioral Health Quality Improvement Program (BHQIP) deliverables, thereby amending Exhibit B, effective through 6/30/24

body

Financial Impact:

Mental Health Services Act (MHSA) dollars will be utilized to pay for these services.

Background Information:

CalMHSA is a Joint Powers Association (JPA) created by the counties in 2009 at the instigation of the California Mental Health Directors Association to jointly fund mental health services and education programs. As a member county, Tehama County Health Services Agency (TCHSA) has entered into an agreement with CalMHSA to assist with a number of BHQIP and CalAIM deliverables that our Mental Health Division does not have the capacity to deliver at this time due to staff vacancies. The services that CalMHSA has been providing will help satisfy Department of Healthcare Services (DHCS) milestone requirements under the BHQIP categories of payment reform, policy changes, and data exchange.

This amendment will modify the Exhibit B Section V, items F and G to specify that only funding for services rendered and paid from the Flexible Spendings Account (FSA) during the project period are subject to a 15% administrative fee.
