Background Information:

Director Hansen contacted staff with the suggestion to earmark the $1.5 million of ARPA funds dedicated to dry well mitigation and transfer the funds to Flood Control Fund 603.

At the time of allocation, the funds were intended to provide low-interest loans, matching funds, or full replacement of dry wells depending on a property owner’s ability to pay. To date, a mechanism to implement this program has not been put in place.

As part of the GSA Determination response, the Board of Directors adopted a resolution committing to developing a well mitigation program.

Staff is requesting feedback from the Board of Directors prior to bringing the request to the Board of Supervisors.
