Financial Impact:

The equipment (Catalyst Force Entry Door, Tactical Breacher Upgrade, and Wheel System) will be paid for from State Asset Seizure funds allocated to the Tehama County District Attorney’s Office. The cost is estimated to be $10,550.63 of which Tehama County District Attorney will pay $5,282. The other half of the cost will be paid for by the Tehama County Sheriff’s Office.

Background Information:

The catalyst force entry door will be purchased as a training aid, that can be utilized to instruct and train law enforcement personnel on the proper techniques of breaching a door. This purchase will include a) an upgrade that will allow for kinetic explosive/shape charge breaching, and b) a wheel kit which allows for efficient, easy mobility and transport if needed. The forcible entry door will be portable; however, it will be primarily kept at the Red Bluff Police Department Range. In addition to learning proper breaching techniques, it is hoped that it will reduce the amount of injury claims resulting from incorrect breaching techniques. The forcible entry door will be available for use to all law enforcement agencies.
