Background Information:

In November 2004, voters in the State of California passed Proposition 63, the Mental Health Services Act (MHSA), which was designed to expand and transform California’s County Mental Health Services System. MHSA is funded by imposing an additional one percent tax on individual taxable income in excess of one million dollars.

MHSA guidelines require that the report have a 30-day public review period followed by a public hearing. The MHSA Annual Update FY 2024/2025; Prevention & Early Intervention (PEI) Annual Report FY 2022-2023; Annual Innovation Project Report FY 2022-2023 was posted for a 30-day public review and comment period from 5/15/2024 - 6/14/2024. The Tehama County Mental Health Board held a public hearing for review of the Annual Update & Reports on 6/18/2024 and are recommending that the Board of Supervisors approve the plan as presented today.

If the Board does not approve the annual update and reports, TCHSA would be in violation of regulatory requirements and would lose MHSA funding.
