a) AGREEMENT - Request approval and authorization for Air Pollution Control Officer to sign a Carl Moyer Low-Emission Equipment Incentive Program Amendment to Agreement with Oobus Orchards (Misc Agree #2016-248) to extend the agreement from five (5) years to nine (9) years from the date the agreement was executed and to extend the time in which the participant is required to complete and return all requested information and surveys from five (5) year to 9 (nine) years and to decrease the minimum yearly usage from 275 hrs/yr to 152.77 hrs/yr

Financial Impact:
Carl Moyer funding and associated agreements are budgeted annually by the District.
Background Information:
The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) and Local AB 923 incentive programs have been highly successful for many years in reducing air pollution in Tehama County. The agreement with Oobus Orchards provides funding to replace a 1987 95hp Tier 0 Ford tractor with a 2016 Kubota 105hp Tier 4 low-profile tractor.
