body
Financial Impact:
The Child Welfare Services (CWS) Emergency Child Care Bridge program will be funded by an annual allocation, which includes state and federal funds. There is no County share of the costs. Navigator and training costs were anticipated in the 2024/25 budget account 5013-532300, and the child care costs in 5022-55402.
Background Information:
Senate Bill (SB) 89 provides an allocation for the Bridge Program which began in FY 2017/18. One of the primary barriers for potential families seeking to take in a foster child is the lack of access to child care immediately following the removal of the child. With the passage of SB 89, resource families and families that have a child placed with them in an emergency are eligible to receive a six to twelve month payment or voucher for child care and a child care navigator. The Emergency Child Care Bridge Program aims to increase the number of foster children successfully placed in home-based family care settings, increase capacity of child care programs to meet the needs of foster children in their care, and maximize funding to support the child care needs of eligible families.
