body

Financial Impact:
The proposed change to the cost of this agreement has been included in the 2024/25 budget in 5022-55406.

The cost is $288,576 per fiscal year for up to 8 youth. This is funded 100% with County Local Revenue 2011 Realignment. The first FY of the agreement, FY 23/24, has already been paid at the full amount.

If approved, FY 2024/25 will be a reduced amount, and funded with a combination of Realignment revenue and one-time Transitional Age Youth funding from the California Department of Housing and Community Development. This would make available Realignment revenue of $165,330 in FY 24/25 to meet current mandates. Further, it will allow for $288,576 each FY ongoing to be used towards the mandated protective services programs.

This is needed as a budget reduction, as costs on Realignment revenue are exceeding the revenue available.

Background Information:
THP-Plus is an optional transitional housing placement subsidy for youth (ages 18-24) who have aged-out of foster care (or probation youth who were in out-of-home placement in the juvenile justice system). THP-Plus provides assistance with housing and life skills training to prevent homelessness and promote self-sufficient adulthood. This contract has been in place for many years.

The cost has been $288,576 per fiscal year, funded 100% with County Local Revenue 2011 Realignment. 2011 Realignment is also required to fund these mandated programs...
