The following is a summary of the activities and operations of the Agency during the medical leave of absence of the Agency Manager between December 8, 2023 and March 1, 2024.
• Paul Freund conducted weekly drive-arounds with Waste Connections’ Operations Manager to ensure no issues were observed and had bi-weekly phone calls with the Agency Counsel.
• Paul also rode along for the LEA inspections done by Tehama County Department of Environmental Health on January 23, 2024 and February 28, 2024. No issues or areas of concern were noted during both inspections.
• Paul met with Tehama County Chief Administrator Gabriel Hydrick and Red Bluff City Manager Tom Westbrook on December 11, 2023 to review the Agency’s succession plan and discuss next steps while the Agency Manager is on medical leave.
• The Agency met virtually with CalReycle’s Local Assistance and Market Development staff on December 13, 2023 for our AB 939 Annual Report phone call. The focus of the call was on SB 1383 implementation, as well as a short discussion on AB 341 compliance. An in-person site visit will be scheduled once the Agency Manager returns.
• A small section of the lower slope on the west side of Phase 1 experienced sliding and Waste Connections will address this once the area is dry enough to get equipment to the area. Photos are attached to this summary for reference.
• Monthly meetings with Waste Connections occurred on January 18, 2024 and February 15, 2024. Waste Connections has provided the required submittals for the successor Landfill Operations Agreement on time and has advertised the new tipping fees in the newspaper.
• Maintenance was required for the Tehama County/Red Bluff Landfill HHW Facility forklift due to an issue with the forklift running for a short time then shutting off. Holt of California came February 16, 2024 to inspect the issue and recommended additional maintenance.
• Tehama County Department of Environmental Health was onsite March 1, 2024 for their annual CUPA inspection of the Tehama County/Red Bluff Landfill HHW Facility.
