a) BUDGET INCREASE: FIRE, B-1 - Request emergency increase to Tehama County Fire Revenue Account Other Fees (2042-461060), $300,000 and corresponding increase to Miscellaneous Expenditures (2042-53210), $300,000; thereby revising the Recommended Budget pursuant to Government Code section 29064, subdivision (b)(1) (Requires 4/5’s vote)
body
Financial Impact:
This request increases Revenue and Expenditures equally with a zero net County cost.
Background Information:
Volunteer Firefighters in Tehama County provide mutual aid throughout California through the California Mutual Aid System. Under the California Fire Assistance Agreement (CFAA), Resolution 2015-115 provides a portal-to-portal stipend to Volunteer Firefighters for which the County acts as the disbursing agent.
During the Recommended Budget, Tehama County Fire projected Revenues in Account 461060 (Other Fees & Fire Suppression) and Expenses in Account 53210 (Miscellaneous Expense which includes disbursements from Resolution 2015-115) based upon past incident activity and current incident expectations. The Park Fire increased our Equipment and Volunteer Firefighter commitments beyond what was projected, generating additional revenue, and additional expenses.
Without approval, Tehama County Fire will not be able to continue disbursements to Volunteer Firefighters for their service during the Park Incident, nor make disbursements for future incidents in Fiscal Year 2024-2025.
