Requested Action(s)

recommendation

a)                     Request approval of Hiring Freeze Exemption/Exception to fill three (3.00 FTE) Correctional Deputy I allocations

body

Financial Impact:

The current salary for one (1.0 FTE) position is $24.85 - $30.21 hourly. The annual cost of this allocation with salary benefits and roll-up costs ranges from approximately $105,279 - $118,015. The cost for these positions are included in the recommended budget for FY 2024-25.

Background Information:

The Sheriff’s Office currently has ten (10.0 FTE) Correctional Deputy vacant allocations not including the three (3.00 FTE) frozen vacant allocations needed to fully staff the County Jail Facility. The Sheriff’s Office currently has five (5) candidates who are in the background process, but only three (3) of those candidates nearing the end of the process.

The Tehama County Sheriff’s Office is respectfully requesting an exemption to the hiring freeze for three (3) immediate Correctional Deputy positions, which are crucial to the maintenance of public safety and maintaining a safe working environment in our Jail facility. The Sheriff’s Office has built momentum in the hiring of Correctional Deputies over the past few months, and we do not want to lose traction with this recruitment success.

Currently, the entire west wing of our jail is unpopulated due to a lack of Correctional Deputies to maintain appropriate supervision over these housing units. The closure of these housing units has resulted in a reduction of inmate capacity by about 50%; therefore, allowing approximately 100 high-level criminal offenders to roam our communities at any given time. At the time of this request, the jail would require six (6) additional Correctional Deputies to re-open the west wing of the facility.
