Financial Impact:

Background Information:
The Federal Disaster Mitigation Act of 2000 (Public Law 106-390) requires state and local governments to develop hazard mitigation plans as a condition for federal disaster grant assistance. FEMA requires that Hazard Mitigation Plans be updated every 5 years with current regulations and statistical data.
On October 18, 2022, the Board of Supervisors authorized staff to advertise the Request for Proposal to update the existing Multi-Jurisdictional Hazard Mitigation Plan for Tehama County and the cities of Corning, Red Bluff and Tehama. On April 4, 2023 the Board of Supervisors authorized the Request for Proposal Award for Dynamic Planning + Science (Miscellaneous Agreement 2023-84). Notice to Proceed was presented to Contractor on April 18th and the Hazard Mitigation Plan update process began. Plan completion was expected by June 2024, but lengthy processing times made an extension request necessary so on August 20, 2024 the Board authorized an extension through June 7, 2025 (Miscellaneous Agreement 2024-268).
Due to lengthy processing times at the Federal level, we are again requesting approval of the Plan and Agreement extensions through December 26, 2025.
