Requested Action(s)

recommendation

a)                     Request to designate Tom Provine in his position as the Administrative Services Director to be the Purchasing Agent for the County of Tehama, pursuant to Resolution No. 85-2012, effective 7/23/24

body

Financial Impact:

There is no direct cost to making this appointment. Failure to appoint a Purchasing Agent would result in requirements for bidding of most supplies, per California Government Code 25480. This would result in delayed purchasing procedures, decreased staff efficiency, and potential additional related costs.

Background Information:

The Administrative Services Director, Dava Kohlman, has retired.  An open recruitment was conducted to fill the vacancy and Tom Provine was selected for the position.  This item is to amend the formal appointment of Purchasing Agent, previously held by Ms. Kohlman.

The classification specification for the Administrative Services Director provides that the person filling the position may also be designated as the County's Purchasing Agent by the Board of Supervisors.  Previously on 8/6/2019, the Board designated the Administrative Services Director as the Purchasing Agent.  Mr. Provine has served as Deputy Purchasing Agent, and was also previously designated by the Board of Supervisors as the Americans with Disabilities Act (ADA) Title II Coordinator.

Chapter 4.24.020 of the Tehama County Code and California Government Code section 25500 authorizes the Board of Supervisors to appoint the Purchasing Agent for the County.  On 10/2/12, the Board passed Resolution No. 85-2012 appointing the Administrative Services Director as the Purchasing Agent for the County pursuant to Government Code Section 25500.  By definition, the Purchasing Agent is an officer of the County.
