Requested Action(s)

recommendation

a)                     Request approval to appoint Natalie Shepard as the "Local Director of Mental Health Services" for purposes of Division 5 (commencing with Section 5000) of the Welfare and Institutions Code and Division 1 (commencing with Section 400) of Title 9 of the California Code of Regulations, effective 9/1/24

body

Financial Impact:

No additional salary or compensation will be paid to the employee for performing the duties of acting "Local Director of Mental Health Services," as these duties are already performed as the Tehama County Health Services Agency Mental Health Director.

Background Information:

Per the Welfare and Institutions Code each county is required to appoint a Local Director of Mental Health Services and section 5601 of the code states that the governing body responsible for this is the County Board of Supervisors. The Local Director of Mental Health Services shall provide oversight of the mental health programs and services for the county. The Tehama County Health Services Agency, Mental Health Director is the position that performs these duties in Tehama County and therefore would be named as the Local Director of Mental Health Services as defined in Welfare and Institutions Code. Natalie Shepard has been hired by the Health Services Agency as the Mental Health Director starting as of 9/1/24.

If the Board does not appoint a Local Director of Mental Health Services, the County would be out of compliance with some State regulations and codes as they pertain to the Tehama County Mental Health Plan.
