Background Information:
This informational item is intended to support a fact-based discussion about the current and emerging organizational models used by Regional Transportation Planning Agencies (RTPAs) across California.
Tehama County is one of only a few counties where the RTPA remains embedded within the County's public works structure. While this model has served the region for many years, a growing number of rural counties have transitioned to alternative governance frameworks, such as Joint Powers Authorities or independently administered commissions, in response to changes in funding programs, regulatory compliance requirements, and operational needs.
The presentation will review statewide trends, highlight the governance structures used in peer counties, and provide examples of recent transitions (e.g., Shasta, Butte, Modoc). The purpose of this presentation is not to propose any immediate changes, but to support future strategic planning discussions by providing a clearer understanding of the options available and the factors other agencies have considered when evaluating governance models.
