Background Information:

On May 14, 2024, The Board of Supervisors authorized the Department of Public Works to advertise for Job Order Contracting General Paving Services.  Bids were received and opened publicly at the Department on August 14, 2024.  The following bids comprised of weighted Adjustment Factors were received:

1.                     Outback Contractors, Inc.: 1.3805

2.                     T & S Intermodal Maintenance, Inc. dba T & S West.: 1.4150

3.                     Tullis, Inc.: 1.4328

4.                     Franklin Construction, Inc.: 1.9272

The bid documents allow for the award of up to two contracts.  The Department is proposing to award contracts to the two lowest bidders, in an amount not to exceed $1,500,000 for each contract.

Work under these contracts will be performed on an as-needed basis via Job Orders executed by the Director.  The County reserves the right to increase the Initial Contract Value to the State Maximum allowable by the Public Contract Code Section 20128.5, adjusted annually to reflect the percentage change in the California Consumer Price Index since January 1998, which at this time is approximately $6,023,368.73.  Any increase in the contract amount would be made by Board approved contact amendment.
