Background Information:
This informational item is intended to support a fact-based discussion about current and emerging governance structures used by rural transit agencies throughout California.
In many rural counties, transit services are administered by a variety of models, ranging from county departments to standalone transit districts to joint powers authorities (JPAs) or commissions.
Tehama County currently administers transit through the Tehama County Transit Agency Board (TCTAB) under an MOU between the Cities of Tehama, Corning and Red Bluff. It is a separate governing body that shares administrative support with the Tehama County Transportation Commission (TCTC) and is functionally embedded within County operations.
However, recent trends show a shift among rural counties toward models that provide greater autonomy and operational flexibility. Factors driving these transitions include expanding state and federal compliance requirements, the desire for more specialized governance, regional coordination, and access to dedicated transit expertise and funding.
The presentation will review governance structures used in comparable rural counties, and outline the key considerations involved in restructuring or reaffirming current models. The item is intended to inform future planning efforts and ensure the County remains aligned with best practices in rural transit administration.
