recommendation
a) RESOLUTION - Request adoption of a resolution Authorizing the Submittal of Applications for the Department of Resources Recycling and Recovery Beverage Container Recycling City/County Payment Program and Providing Related Authorizations
body
Financial Impact:
Not approving the resolution will result in the County not receiving approximately $11,054.00 in CalRecycle Beverage Container Recycling City/County Payment Program funds.
Background Information:
Historically, the Tehama County Solid Waste Management Agency has requested CalRecycle Beverage Container Recycling City/County Payment Program funds on behalf of the County of Tehama and each of the cities, which are used to reimburse the Agency for its staff and resources expenses as it works to implement and promote AB 939 programs that include beverage container recycling, AB 341 compliance, beverage container recycling programs, and litter cleanup efforts.
Should the County wish to continue requesting funds, the County will need to designate a Signature Authority that is authorized to execute all documents necessary to secure funds and certify the expenditure reporting after the funds are expended. Per CalRecycle, the Agency can continue to prepare the funding request, track expenses, and submit a final expenditure report to the Signature Authority for review and approval prior to submitting it to CalRecycle, if the County so chooses. However, the Agency will not be able to act as a regional applicant for this specific City/County Payment Program. Instead, the County and Agency have mutually agreed that the Agency will manage the funds on the County’s behalf.
Opting to not apply for funds will have a negative effect on the Agency's budget as the Agency will no longer be reimbursed for AB 939 program outreach and implementation expenses it incurs on behalf of the County.
