a) BID WAIVER:
1) Request to adopt the finding that Federal General Services Contract#47QSWA21D0006 with Beam Global for the acquisition of a Mobile Solar Panel Electric Charger System meets all Tehama County Bidding criteria and allows the County to take advantage of special low pricing without the time and expense involved with conducting a formal bid process
2) Request to find it in the best interest of the County to waive the formal bid process for the acquisition of a Mobile Solar Panel Electric Charger System based on the finding
b) Request authorization for the Purchasing Department to issue a purchase order Beam Global for the acquisition of a Mobile Solar Panel Electric Charger System for the Department of Agriculture in the amount of $75,641.30

Financial Impact:
Funds for the requested action are available in the current fiscal year in account 2061-57608. Funding is from the Carl Moyer State Reserve Low-Emission Equipment Incentive Program ($56,730) and Air Pollution Control District AB 2766 funding revenue ($18,911.30). The financial impact will be zero to the General Fund.
Background Information:
On January 14, 2024, the BOS approved an Agreement between the Tehama County Air Pollution Control District (APCD) and the Tehama County Department of Agriculture (AG Dept) to provide to the AG Dept an amount of up to $56,730 for the purchase of an additional EV ARC transportable solar-powered electric vehicle charging station to be made available to the public for use. Not approving the requested action would result in the AG Dept being unable to fulfill the terms of the Agreement. This would result in incentive dollars currently set aside to benefit the people of Tehama County to potentially be reverted back to the state.
