Financial Impact:
Green Waste will develop and implement the Customer Education Program at no additional cost to the County or service recipients, up to $28,714 annually.
Background Information:
On August 28, 2018, the Board approved the agreement between the County of Tehama and Waste Connections of California, Inc. dba Green Waste of Tehama for residential and commercial solid waste management services in the unincorporated areas of Tehama County. As a deliverable of this agreement, Green Waste is to develop and implement a Customer Education Program for the Solid Waste program which shall be submitted annually to the County for the following calendar year for review, comment and approval. The plan is to include, but not be limited to, information with respect to AB 939 diversion goals, AB 341 covered generator compliance, bulky goods pick-ups, backyard composting, yard waste programs, and the importance of the safe disposal of household hazardous waste. The outreach program shall also include notifying all covered AB 341, AB 1826 and SB 1383 generators as required by regulation. A bulk mail newsletter to all service recipients is to be developed and mailed no less than two (2) times per year.
In addition to the above outreach, Green Waste will continue their “Technical Assistance” and “In-Truck” waste audits partnering with the Tehama County Solid Waste Management Agency. They will also be redesigning their website to be more reflective of the area and conduct hands-on waste characterizations at the Materials Recovery Facility.
Green Waste submitted its proposed Customer Education Program for 2026 on September 25, 2025 to Tehama County Administration for review and comments, and submitted its final proposed plan on October 15, 2025. This presentation will include the Customer Education Program for the period of January through December 2026 and overall program management goals.
