c) Request approval of revisions to the Deputy Conservator/Public Guardian/Public Administrator and Public Guardian/Public Administrator Support Specialist classification specifications within the Joint Council bargaining unit, effective 6/30/26

Financial Impact:

The annual salary for the Chief Deputy Public Guardian/Public Administrator at Salary Range 42, Step E is $91,457.60 and the reclassification to Supervising Deputy Public Guardian/Public Administrator at Salary Range 37, Step E would make the annual salary $80,828.80 (annual difference of $10,628.80). There are no incumbents currently filling this position, therefore there is no immediate financial impact.  

 

Background Information:

The Board of Supervisors recently directed the consolidation of the Public Guardian/Public Administrator Department into the Social Services Department. As a result of this consolidation, modifications to the existing Chief Deputy Public Guardian/Public Administrator classification and Deputy Conservator/Public Guardian/Public Administrator are necessary.

 

The Chief Deputy Public Guardian/Public Administrator is currently designated as a mid-management position within the Tehama County Management Employees Association (TCMEA) bargaining unit. This level of oversight is no longer necessary following the recent departmental consolidation. The Social Services Director has completed an assessment and recommends reassigning the classification to the Joint Council bargaining unit, with the position reporting directly to the Social Services Director or their designee, as the Social Services Director will serve in the role of Public Guardian/Public Administrator.

 

In addition, the Social Services Director requests to retitle the classification from Chief Deputy Public Guardian/Public Administrator to Supervising Deputy Public Guardian/Public Administrator, and to designate the position as non-exempt. An incumbent in this role will supervise Joint Council employees in the classifications of Deputy Conservator/Public Guardian/Public Administrator and Public Guardian/Public Administrator Support Specialist.

 

The current salary placement for the Chief Deputy Public Guardian/Public Administrator position is at Salary Range 42. The Social Services Director requests to amend the salary to Range 37 (12.5%) due to the reduction of the minimum qualifications and the removal of the managerial responsibilities. This would place the Supervisor four (4) ranges (10%) above the subordinate classification of Deputy Conservator/Public Guardian/Public Administrator. Additionally, there are no incumbents currently occupying the Chief Deputy Public Guardian/Public Administrator position and there have been no incumbents occupying the position since approval of the position in June of 2021.  

 

Due to the request to remove the Chief Deputy Public Guardian/Public Administration position and add the Supervising Public Guardian/Public Administrator position, revisions to the Deputy Conservator/Public Guardian/Public Administrator and Public Guardian/Public Administrator Support Specialist classifications were needed to reflect the correct reports-to title throughout.

 

The Joint Council and TCMEA Bargaining Units have both been notified of the proposed changes, and an agreement has been reached.
