b) AGREEMENT - Request approval and authorization for the Chair and the Sheriff to sign an Agreement with ANDE Corporation, for the purpose of purchasing a rapid DNA testing ANDE 6C Instrument, testing consumables and extended three-year service warranty for the rates set forth in Exhibit “B”, with a not to exceed amount of $343,050, effective upon the date of signing and shall remain in effect for 48 months after the date of execution

There is no financial impact on the General Fund as funds will be paid out of the County DNA fund 529-301900.
Background Information:
The Sheriff’s Office is requesting approval to purchase an ANDE Rapid DNA Analysis Instrument to enhance forensic identification capabilities and improve operational efficiency in criminal investigations.
The ANDE Analysis Instrument is a fully automated, ruggedized system designed for rapid DNA processing in field and laboratory environments. The device integrates sample processing, data analysis, and an embedded Expert System, allowing for a complete “sample-in to results-out” workflow without the need for manual interpretation. The system is capable of generating DNA identification results in less than two (2) hours.
All sample preparation, amplification, separation, detection, and waste containment are self-contained within a single-use ANDE Chip, significantly reducing the risk of contamination and operator error. The instrument does not require routine calibration or frequent component replacement, which minimizes ongoing maintenance demands and operational downtime.
The acquisition of this technology will allow the Sheriff’s Office to:
• Expedite identification of suspects, arrestees and decedents
• Support time-sensitive investigations
• Enhance public safety through faster forensic turnaround
• Reduce reliance on external laboratory services
