a)                     AGREEMENT - Request approval and authorization for the Librarian to sign the Program (SWEX) through the Department of Rehabilitation, which allows Tehama County to provide a worksite location and on-the-job training to program participants, effective upon date of signing with automatic annual renewal, and shall terminate 9/30/28

 

b)                      RESOLUTION - Request adoption of a resolution outlining the Terms and Conditions of participation in the Student Work Experience Program (SWEX)

Financial Impact:

There is no financial impact for participation. Participants are paid entirely by the Foundation for California Community Colleges (FoundationCCC).

 

Background Information:

The Tehama County Library requests to participate in the Student Work Experience Program (SWEX) offered through the Department of Rehabilitation (DoR). This program, administered by the Foundation for California Community Colleges (FoundationCCC), is designed to provide participants with paid, supervised work-based learning and on-the-job training opportunities with public agencies and community-serving organizations.

 

The Library intends to utilize program participants in a Library Clerk I capacity. These individuals would be considered part-time, temporary employees of the Foundation, working fewer than 1,000 hours per fiscal year and not eligible for County benefits. The Foundation would serve as the employer of record and would pay participants minimum wage for all reported hours. For practical purposes, they would function similarly to volunteers.

 

Providing a training environment will directly contribute to the social, cultural, intellectual and economic development of our community. This program offers students valuable work experience all while giving the students the opportunity to earn an income while going to college. Failure to approve participation in this program may result in a student missing an opportunity to receive valuable work experience and earn much needed income, as well as the County having an opportunity to save on wages.

 

The Joint Council Bargaining Unit representative has been given an opportunity to meet and confer regarding this new program and an agreement between the County and the Bargaining Unit has been reached.
