Financial Impact:
If approved, this request would result in an increase of approximately $28,750 annually. The Division is able to fund this request with a grant awarded by California for All Animals, in the amount of $180,000. As such, the request would not impact the General Fund.
Background Information:
On December 20, 2022, the Board of Supervisors approved the Shelter Services Agreement between Tehama County and UC Davis. In accordance with this Agreement and in order provide support to the County contracted veterinarians, the Animal Services Division is requesting to add two new classifications for Veterinary Assistant and Registered Veterinary Technician.
The requested Registered Veterinary Technician is a journey-level classification that requires registration as a Veterinary Technician by the State. Incumbents work with only occasional instruction in performing medical care and treatment of dogs and cats and assist in performing surgeries. This classification may also provide lead direction to the lower-level Veterinary Assistant. The recommended salary placement is Joint Council Salary Range 22. This placement would provide an appropriate internal salary relationship with other classifications within the Animal Services Division.
The requested Veterinary Assistant is an entry-level classification that would assist veterinarians and the Registered Veterinary Technicians during veterinary procedures, as well as assist in physical examinations of animals for diagnosis, treatment, and/or surgical purposes. The recommended salary placement for the Veterinary Assistant is Joint Council Salary Range 14. This placement would provide an appropriate internal salary relationship with other classifications within the Animal Services Division.
At this time, the Department plans to utilize the requested classifications in an extra-help capacity and is not requesting to amend the Position Allocation List (PAL). Following the recruitment and selection process, the Department will adhere to the hiring freeze process prior to appointing a selected candidate.
Joint Council was provided written notice of the proposed new classification specifications and was offered the opportunity to meet and confer prior to implementation. The County and the Union have reached agreement over the proposed actions.
