recommendation

a)                     Request authorization to reject all bids received for two (2) new, four-wheel drive full-size sport utility vehicles (SUVs)

 

b)                     Request authorization for the Purchasing Agent to negotiate with North State vehicle vendors to obtain two (2) new, four wheel drive full size SUVs and further authorize the Purchasing Agent to sign a purchase order for the acquisition in an amount not to exceed $140,000

Financial Impact:

The funding for the purchase of two vehicles for the Mobile Crisis team was approved on 4/16/24. This funding comes from the Crisis Care Mobile Units Program (CCMU) grant from the Department of Health Care Services. The grant funds must be expended by 6/30/25. There is no impact on the County General Fund. 

 

Background Information:

The California Department of Health Care Services (DHCS) has recently approved funding up to $1 Million per county to support non-CCMU contracted counties in providing resource to build infrastructure for mobile crisis team(s). This funding can be used to support infrastructure such as: vehicles (including modifications).

 

The Board of Supervisors approved this funding on 4/16/24 (Misc. Agree. #2024-086). The funding must be spent by 6/30/25. As such, the Health Services Agency went out for bid for the purchase of two vehicles to be used in the Mobile Crisis program.

 

The Purchasing Department solicited bids for two (2) new, four-wheel drive full size SUVs and received one bid that was non-responsive. The Purchasing Agent is requesting the Board to reject this bid as it was for a lease only and would not meet the criteria established by the funding source.

 

The Purchasing Department has identified multiple vendors that can potentially supply the necessary vehicles within the budgeted amount and meet the funding established deadline and is therefore requesting authorization to negotiate the best price possible for the County and obtain the vehicles in a timely manner.
