Background Information:

As part of the transition process from Merit Systems Services (MSS) to an Approved Local Merit System (ALMS), the Child Support Services Department and the Social Services Department request approval of classification specifications for Staff Services Analyst I/II and Staff Services Analyst III. 

 

As part of the ALMS transition process, the County will be required to adopt County classification specifications in place of the MSS classifications currently being utilized by both Child Support Services and Social Services. In order to do this, the County must have up-to-date job analyses and examinations developed for each classification. Both Social Services and Child Support Services are contracted with an outside vendor to conduct these job analyses. This vendor develops the job analysis using the current classification and data collected from various comparator sources. Subject Matter Experts (SMEs) who are familiar with, or are currently holding the classification, are surveyed to rate the data in terms of importance, frequency, and determination of the essential job tasks. This aids in developing the essential functions and knowledge, skills, and abilities (KSAs) of the classification. Both Social Services and Child Support Services have received completed job analysis for the Staff Services classification series within the two departments.  Both Departments will bring forward classification specifications in the future as they are developed. 

 

The requested actions are for approval of the Staff Services Analyst I/II and the Staff Services Analyst III. The classification specifications were updated to reflect the standard Tehama County classification specification structure. Further revisions made, including adding and eliminating duties and KSAs, stemmed from the completed job analysis. These revisions are not intended to reflect a change in the duties currently being performed by incumbents but provide clarity and ensure the class spec accurately reflects the functions of each position. The Departments also took the opportunity to clean up the Minimum Qualifications section based on the KSAs.  There is no proposed change to salary placement at this time.

 

The Joint Council bargaining unit was notified of the requested actions and is in agreement.
