Background Information:
One of the major planning responsibilities of the Tehama County Transportation Commission (TCTC) is the development of the Regional Transportation Plan (RTP). At the November 6, 2024, meeting, the Regional Transportation Planning Agency Technical Advisory Committee (TAC) recommended that the final 2025 Draft RTP be presented to the Commission for adoption. The Commission subsequently adopted the plan at its December 2, 2024, meeting.
The RTP serves as a planning blueprint to guide transportation investments in Tehama County, utilizing local, state, and federal funding over the next twenty (20) years. Transportation improvements in the RTP are categorized as short-range/constrained (2025-2029) or long-range/unconstrained (2030-2039).
The RTP must be updated every four (4) years to remain compliant with California Transportation Commission guidelines and to ensure eligibility for various funding sources. With limited exceptions, regional transportation projects must be included in an adopted RTP to qualify for federal and state funding.
The RTP consists of three key elements-policy, action, and financial-that guide the development of a coordinated and balanced transportation system. The plan includes short-range and long-range project lists with identified funding sources, which are allocated or pursued by the region’s transportation planning staff.
During the development of the project lists, projected revenues, costs, and funding sources, the draft RTP was open for public comment from November 1 through December 1, 2024. All public comments were incorporated into the final plan. However, additional comments were submitted to staff following the plan’s adoption on December 2, 2024.
Additional comments were received from the following:
• Regional and System Planning Branch, Caltrans District 2 - December 19, 2024
• Division of Aeronautics, California Department of Transportation - January 8, 2025
To incorporate these comments, staff will return to the February 24, 2025, meeting with an Administrative Amendment to the RTP. This amendment will also address an increase in compensation for the consultant retained to compile the RTP, GreenDOT Transportation Solutions, as plan development has exceeded the maximum allowable budget for FY 2024/25.
