b) RESOLUTION - Request adoption of a resolution to amend the FY 24-25 Personnel Allocation List (PAL), (Reso #2024-080), by deleting twenty three (23.00 FTE) Juvenile Detention Facility Counselor I/II allocations and adding twenty three (23.00 FTE) Juvenile Detention Officer I/II allocations, deleting four (4.00 FTE) Supervising Juvenile Detention Facility Counselor allocations and adding four (4.00 FTE) Supervising Juvenile Detention Officer allocations, and deleting one (1.00 FTE) Juvenile Detention Facility Superintendent allocation and adding one (1.00 FTE) Juvenile Detention Superintendent allocation, effective 4/8/25

Background Information:

The Tehama County Probation Department is requesting to revise the titles of Juvenile Detention Facility Counselor I, Juvenile Detention Facility Counselor II, Supervising Juvenile Detention Facility Counselor and Juvenile Detention Facility Superintendent.

 

If approved, the requested revisions will change the title of Juvenile Detention Facility Counselor I to Juvenile Detention Officer I, Juvenile Detention Facility Counselor II to Juvenile Detention Officer II, Supervising Juvenile Detention Facility Counselor to Supervising Juvenile Detention Officer and Juvenile Detention Facility Superintendent to Juvenile Detention Superintendent. These changes aim to provide clarity for potential applicants and improve recruitment and retention rates for new and existing staff.

 

The current title of "Juvenile Detention Facility Counselor" does not fully capture the scope of the role, which includes not only counseling youth, but also ensuring their security and safety as a peace officer. The new title, "Juvenile Detention Officer", more accurately reflects these dual responsibilities and will help potential applicants better understand the nature of the position.  The title change will also assist in attracting a broader pool of qualified candidates who are not only experienced in counseling but are also prepared to take on the responsibilities of maintaining order and safety within the facility. By changing the position title from "Juvenile Detention Facility Counselor" to "Juvenile Detention Officer" this will help clarify the multifaceted nature of the role, attract better-qualified applicants by setting accurate expectations, and enhance staff retention. Approving this change will ensure the team is well-equipped to provide both support and security to the youth in their care.

 

For title consistency purposes, the Department also requests to revise the title of the Juvenile Detention Facility Superintendent to Juvenile Detention Superintendent, as well as update titles within the classification specification pertaining to the positions supervised.   Should these changes be approved, the Department requests to revise their Position Allocation List (PAL) by deleting twenty three (23.00 FTE) Juvenile Detention Facility Counselor I/II allocations and adding twenty three (23.00 FTE) Juvenile Detention Officer I/II allocations, deleting four (4.00 FTE) Supervising Juvenile Detention Facility Counselor allocations and adding four (4.00 FTE) Supervising Juvenile Detention Officer allocations, and deleting one (1.00 FTE) Juvenile Detention Facility Superintendent allocation and adding one (1.00 FTE) Juvenile Detention Superintendent allocation.

 

The Peace Officers’ Association (POA) and the Law Enforcement Management Association (LEMA) have been notified of the proposed changes and an agreement has been reached.
