Financial Impact:
The requested action will increase to the Community Action Agency (CAA) budget (5062) by approximately $161,278.88. This amount includes the CAA Case Manager salary and benefits, supervision, and operating expenses for an additional twelve (12) months. In addition to the ongoing planning allocation that will partially fund this program, the Social Services Department has been notified of a one-time funding allocation that is expected to sustain the program through the proposed sunset date. The corresponding budget adjustment will be incorporated during the Midyear Review process for both Social Services and the CAA.
Background Information:
The Community Action Agency is requesting to amend the Position Allocation List (PAL) by extending the sunset date for one (1) limited-term CAA Case Manager allocation. This specific CAA Case Manager is assigned to the Housing and Disability Advocacy Program (HDAP). HDAP provides housing support to individuals likely eligible for disability benefits and experiencing homelessness or at risk for homelessness. The goal for HDAP is to secure disability benefits for participants and stabilize them in permanent Housing. The Case Manager allocation assigned to this program was added to the PAL in 2022 and is currently set to sunset on 12/31/25. Because ongoing funding was uncertain during the Adopted Budget process, the sunset date was not extended at that time. However, the Agency has now secured funding to maintain this position for an additional year, establishing a new sunset date of 12/31/26.
The Joint Council Bargaining Unit has been notified of the proposed action and is in agreement.
