Requested Action(s)

recommendation

a) Request approval and adoption of the Regionally Coordinated Homelessness Action Plan (Plan), which is a requirement of the Homeless Housing, Assistance and Prevention Round 6 (HHAP-6) grant program

 

b) AGREEMENT - Request approval and authorization for the Chairman to sign the  Memorandum of Understanding (MOU) between the County of Tehama, the Tehama County Continuum of Care, and The Vitality Project, as the Administrative Entity for the Continuum of Care regarding the HHAP-6 grant program; and further authorization for the Executive Director to act on behalf of the County by signing the necessary documents in connection with the application and award of HHAP-6 funds. The MOU delegates the County of Tehama’s HHAP-6 funds to the Tehama County Continuum of Care

Financial Impact:

HHAP is a formula grant program administered through the California State Department of Housing and Community Development (HCD). The program focuses on the homelessness response system, in particular permanent and interim housing solutions. Tehama County (County) and the Tehama County Continuum of Care (CoC) are the HHAP-6 eligible applicants. Tehama County will redirect its HHAP-6 allocation of $369,713.21 in its entirety to the Tehama County Continuum of Care to be combined with the Continuum of Care’s HHAP-6 allocation of $394,860.06 for a formula allocation of $764,573.27.

 

Background Information:

This is Round 6 of the State’s Homeless Housing, Assistance and Prevention (HHAP) grant program. The Notice of Funding Availability (NOFA) was published February 2025 and the application is due August 29, 2025. Both the CoC and the County are eligible applicants. Funds will be disbursed by the State in two installments.

 

The total combined award for HHAP Rounds 1-5 for the CoC and the County was $3.6 million. Funds have been used to support the following activities:

 

                     Interim housing - development

                     Operating subsidies - interim and permanent housing

                     Rapid rehousing and rental assistance

                     Street outreach

                     Youth homelessness services

                     Systems support and coordination

                     Grant administration and Homelessness Management Information System (HMIS)

 

Approving these actions will allow the CoC to submit the HHAP-6 Plan/Application and administer $764,573.27 in funding for the region’s homelessness response system including permanent and interim housing.
