Financial Impact:
Local Assistance and Tribal Consistency Fund (LATCF) are eligible to be used for most County purposes, excluding lobbying. With the agendized Ad Hoc recommendations, all remaining funds would be tentatively committed.
Background Information:
This agenda item is to move forward the recent recommendations from the American Rescue Plan Act (ARPA) Ad Hoc Committee. The Ad Hoc considered multiple requests from the County departments and the Board, based on existing needs.
The ARPA Ad Hoc Committee (Supervisors Carlson and Moule) determined that their top priority at this time for the remainder of these funds is a $54,000 grant to the Film Commission, to continue the $108,000 grant they recommended for the Film Commission last year. Along with this, the Ad Hoc further recommends a plan to allocate another $54,000 for the same purpose next year.
This is structured in a similar way to the Economic Development grant awarded to the Red Bluff/Tehama County Chamber of Commerce. For consistency and in anticipation of the Board’s request, further information was requested of the Film Commission regarding specifics on how the previous $108,000 was spent and the specific benefits for Tehama County, as was requested of the Chamber, and will be brought with the presentation.
The full Board previously gave consensus to move ahead with a plan to use $600,000 in LATCF funds for necessary County IT security projects, and staff is bringing the Board more detailed plans for this purpose to consider approval.
The Ad Hoc’s final recommendation is to set aside the remainder of unallocated LATCF funds to be used for deferred maintenance projects. These will be assigned and prioritized based on the upcoming Capital Improvement Plan, which will be presented for adoption by the Board after the contracted vendor has completed the objective analysis. Based on the recommended items and previous direction, it is anticipated that the balance for this set-aside will be approximately $622,000. This will be helpful to start deferred maintenance projects previously not budgeted for, and it is anticipated that a significant amount more funding will be necessary to bring County facilities up to date. It is anticipated that the current need in the coming Capital Improvement Plan will far exceed this amount.
