Financial Impact:
There is no direct fiscal impact associated with receiving this informational update. The initiatives presented are intended, individually and collectively, to improve County cost recovery, protect or enhance existing revenues, identify new revenue opportunities, reduce General Fund subsidies, and strengthen the County’s long-term fiscal sustainability.
Background Information:
The Chief Administrator continues to identify and advance opportunities to strengthen the County's long-term fiscal position, improve recovery of costs associated with County services and private development, protect existing revenue sources, and identify opportunities for new or enhanced locally controlled revenue. These efforts are intended to reduce unnecessary reliance on the General Fund, ensure that individuals and entities receiving specialized County services appropriately contribute toward the cost of those services, and ensure that new development and economic activity provide a positive long-term fiscal benefit to the County and its residents. Current efforts include review and development of strategies related to Transient Occupancy Tax revenues, business licensing, franchise fees, County fee and cost-recovery practices, economic development opportunities, annexation and tax-sharing agreements, development agreements, solar development, the County's agreement with the Tribe, Williamson Act compliance, and implementation of a Development Fiscal Stewardship Framework. Collectively, these initiatives reflect an increased emphasis on ensuring that County services and infrastructure are appropriately funded, growth pays its fair share of associated costs, existing taxpayers are not unnecessarily subsidizing private activity, and opportunities to expand or protect the County's revenue base are identified and pursued. The update is intended to provide the Board of Supervisors and the public with information regarding work currently underway and the anticipated community and fiscal benefits of these efforts. No Board direction or action is requested.
