b) RESOLUTION - Request adoption of a Resolution amending the FY 2025/26 Position Allocation List (PAL), Reso #2025-074, by deleting 2.00 FTE Librarian I or Librarian II allocations, 1.00 FTE Youth Services Libarian allocation, and 3.25 FTE Library Clerk I or Library Clerk II allocations and adding 3.00 FTE Librarian I/II allocations and 3.25 FTE Library Clerk I/II allocations, effective 6/30/26

 

c) Request approval of the revised classification specification of Library Clerk I and Library Clerk II, including a title change to Library Clerk I/II, within the Memorandum of Understanding between Tehama County and the Joint Council bargaining unit, effective 6/30/26

Financial Impact:

Reallocating one (1.00 FTE) Youth Services Librarian to a Librarian I would yield approximately $5,900 in annual savings to the General Fund, when assuming Step A salaries and FY 2026-27 budgeted benefit rates.

 

Background Information:

The Tehama County Library is requesting to revise the Library Clerk I, Library Clerk II, Librarian I, and Librarian II class specs. These classifications are not currently flexibly staffed and therefore do not allow incumbents to promote into the higher-level classification once the knowledge, skills and abilities are attained.  As part of the revisions, the County Librarian requests to convert both classification series to flexibly staffed series creating a Library Clerk I/II and a Librarian I/II. This would align the Library’s classifications with most other County departments’ and simplify the process should a promotional opportunity be recommended.

 

Additional revisions to the Library Clerk I/II include:

                     Updating the Supervision Received and Exercised section to more general due to it being representative of both levels.

                     Outlining the differences between the two levels under the Class Characteristics.

                     Clarifying the one (1) year of experience to qualify for the Library Clerk II must be as a Library Clerk I with the County in the the Education & Experience section.

 

Additional revisions to the Librarian I/II include:

                     Outlining the differences between the two levels under the Class Characteristics.

                     Incorporating the following language from the current Youth Services Librarian (a lateral position to the Librarian II) class spec.

                     Changing the one (1) year of experience in a public library to a preferred qualification as opposed to required.

                     Clarifying the type of degree required for the Librarian II.

 

If the revised classifications are approved, the Department requests to amend the PAL by replacing the current classifications for the flexibly staffed classifications. In addition, the Department requests to delete the Youth Services Librarian (YSL) allocation and replace it with a Librarian I/II.  The YSL is a lateral classification with the Librarian II that focuses solely on children and teens. The request to remove the YSL is based on the fact that Library has expanded services to the community, thereby creating a need for a broader Librarian-level position to oversee programming and outreach without the limitation of serving only children and teens. Additionally, this improves equity among Librarian positions by providing an entry-level position at Range 24 rather than establishing new hire YSLs at a higher range (28) than their existing counterparts in the Librarian series.

 

The Joint Council bargaining unit has been notified of the requested actions and is in agreement.
