Financial Impact:

The funding source for the Agreement has been budgeted for FY 25/26 in budget 712-53280. There is no impact on the General Fund.

 

Background Information:

The Tehama County Sheriff’s Office is requesting approval of an agreement renewal for of a LETS Throwphone Bundle and associated surveillance communication technology subscription to enhance officer safety, tactical communications, and investigative capabilities during law enforcement operations. The LETS system is a law enforcement-specific covert audio and video surveillance platform that converts a standard smartphone into a secure undercover communication and evidence collection device.

The system will support narcotics investigations, undercover operations, critical incident response, SWAT deployments, hostage negotiations, and barricaded suspect incidents by providing real-time audio and video streaming capabilities with minimal latency. Technology allows multiple authorized personnel to simultaneously monitor operations, improving situational awareness, operational coordination, and officer safety in high-risk environments.

 

The Throwphone Bundle will also provide the Sheriff’s Office with enhanced communication tools during crisis negotiations by allowing negotiators to establish secure communications with barricaded suspects or hostage takers while maintaining tactical oversight. In addition, the system provides secure evidence management features, including encrypted cloud storage, chain-of-custody protection through file hash verification, and secure streaming architecture designed specifically for law enforcement use.

 

Approval of the agreement renewal will allow the Sheriff’s Office to continue utilizing modern investigative and tactical technology that enhances operational efficiency, strengthens evidentiary reliability, and reduces risks to law enforcement personnel and confidential informants during critical operations.

 

The Sheriff’s Office is also requesting approval of a deviation from the County’s standard indemnification language associated with the agreement renewal, as the vendor requires the use of modified indemnification provisions in order to continue providing the specialized law enforcement technology and related services. Specifically the modified language limits the vendor’s total aggregate liability so that it shall not exceed the greater of (a) the total fees paid to the vendor under this Agreement in the twelve (12) months preceding the claim, or (b) the limits of the vendor’s applicable insurance coverage. Any claims that exceed the vendor’s insurance would most likely be incurred by the County not be able to be recovered from the vendor.
