Financial Impact:

New revenues brought into General Fund and existing appropriations to reimburse/offset department expenses.

Background Information:

The first transfer is recognize additional revenue brought into the Election Department for the Presidential Primary Election Cycle and to offset additional expenses related to ballot printing, voter pamphlet printing and mailing costs associated with the conduction of the Presidential Primary held on March 5, 2024. If this transfer is not approved the department would be over in expenses related to the conduction of the March election. The County is required to provide a paper (mail in ballot) to every registered voter and is also required to provide a minimum number of ballots at each polling location to ensure the locations do not run out of ballots on Election Day. The costs related to a Primary Election are significantly higher due to the fact that the County is required to print 7 different party ballots for each ballot style. The costs were also higher due to the increase in postage that took place in January 2024. There has since been another increase in April and I would anticipate another increase possibly before the vote by mail ballots are mailed in October 2024.

The second transfer is requesting to repurpose the department’s existing appropriations.

The third transfer from State Grants is to reimburse the department for monies spent related to the Polling Place Accessibility Grant and the Voting Systems Grant in relation to the 2024 Election cycle. The Board approved the Voting Systems Grant in 2021 and the Polling Place Accessibility Grant in March of 2024. If this transfer is not approved the County would not be able to request reimbursement from the Secretary of State for funds spent related to these grants and ensuring accessibility of the voting process to all voters.
