Background Information:
Regular Personnel Rules review and revision is a crucial part of an effective policy and procedure management plan. Updating rules to ensure they are consistent, effective, compliant with State and Federal laws, and understood by all parties.
TCPR §7101: Performance Evaluations: This new personnel rule outlines guidelines for completion of performance evaluations for Tehama County employees. Performance evaluations are intended to be fair assessments of an employee’s performance over a period through face-to-face discussions between employees and their supervisors. The purpose of providing a performance evaluation is to provide employees with feedback related to their work performance, clarifying job duties, expected standards of employment, and setting goals for the upcoming year. This rule also includes supervisor guidance for drafting performance evaluations and providing constructive feedback relative to timeliness, goals, and work performance.
TCPR §1101: General Provisions: This rule is being revised to provide clarity to the applicable section. Specifically, including language which identifies “officials (both elected and appointed)”, and excludes certain individuals as explicitly identified within the rule, or if they are “disallowed by law”. Additional changes include removing language reflecting a majority vote for Department Heads and adds “review, and comment within a timely manner”. The title for the Chief Administrator was updated and referenced to GC §82048 was added.
Additional language changes have been made to provide clarity. These rules were created by the Personnel staff, then routed through the Personnel Review Ad Hoc Committee, the Department Heads, and the bargaining units. The process then continues to presentation and/or approval by the full Board, which is the current step in processing these Personnel Rules.
