Financial Impact:
The proposed change will increase the salary of both Correctional Sergeants by 10%. If approved, the annual fiscal impact of this change is $17,472.35.
Background Information:
Randy Sousa and Derek Burgess are both employees for the Tehama County Sheriff’s Department. On May 26, 2024, both Randy Sousa and Derek Burgess were promoted from the position of Correctional Deputy to the position of Correctional Sergeant. Upon their promotion, they received salary step placement in accordance with the memorandum of understanding between Tehama County and the Tehama County Deputy Sheriff’s Association (MOU). The MOU requires the employee’s compensation be at a rate which is at least five percent (5%) higher than the employee’s former payrate. Accordingly, Correctional Sergeant Sousa and Correctional Sergeant Burgess were placed at Range 39 Step 1, which is $31.82 per hour.
On June 25, 2024, the Board of Supervisors approved a successor MOU between Tehama County and the Tehama County Deputy Sheriff’s Association, which included a seven- and one-half percent (7.5%) equity adjustment to the Correctional Deputy I / Correctional Deputy classifications effective June 30, 2024. There was no equity adjustment for the Correctional Sergeant classification. Unfortunately, the timing of the promotion, and the subsequent equity adjustment for the Correctional Deputy I / Correctional Deputy classifications, had an inadvertent negative impact on the salary step placement of both Correctional Sergeant Randy Sousa and Correctional Sergeant Derek Burgess. Had Correctional Sergeant Randy Sousa and Correctional Sergeant Derek Burgess been promoted June 30, 2024, or thereafter, their salary step placement would have been Range 39, Step 3, which is $35.95 per hour.
As a result of this inadvertent negative impact, the Tehama County Deputy Sheriff’s Association is requesting the Board of Supervisors approve a one-time equity adjustment for both employees. If approved, both Correctional Sergeant Randy Sousa and Correctional Sergeant Derek Burgess will have their assigned salary step placement moved two ranges. This change will result in the salary step placement moving from Range 39 Step 1 to Range 39 Step 3, which is a 10% salary increase effective June 30, 2024.
