Background Information:
Safe Streets and Roads for All (SS4A) is a competitive federal program that supports both the development of comprehensive safety action plans and the implementation of projects and strategies identified through those plans. TCTC received a Fiscal Year 2023 Planning and Demonstration Grant to develop a Comprehensive Safety Action Plan for Tehama County. The Federal Highway Administration executed TCTC’s grant agreement in January 2026, providing $160,000 in federal funding toward a $200,000 project, with a $40,000 local share.
The Action Plan is the first stage of a longer effort to reduce fatal and serious-injury crashes across the county. It will establish a shared understanding of safety conditions, identify where risks are greatest, and set priorities for improvements that local and regional agencies can carry forward. Once adopted, the plan will provide the basis for TCTC and its partners to compete for a separate SS4A Implementation Grant and other funding to advance the projects and strategies it identifies.
To develop the plan, the consultant will review existing plans and available crash, roadway, traffic, and community data; analyze patterns of fatal and serious-injury crashes; and identify high-risk locations, corridors, and roadway features. The work will address rural and urban conditions and safety for people driving, walking, bicycling, and using transit. Engagement with residents and coordination with the County, the cities of Red Bluff, Corning, and Tehama, the Paskenta Band of Nomlaki Indians, Caltrans, public safety agencies, schools, and other partners will inform the recommendations.
The resulting plan will include prioritized projects and strategies, concept-level materials for priority projects, an implementation framework, and measures for tracking progress. The agreement also calls for an updated Tehama County Collision Dashboard and ArcGIS web map, giving TCTC data and mapping tools it can continue to use after the plan is complete. Kittelson’s scope includes support for a future safety implementation funding application, connecting the plan’s recommendations to the next funding opportunity.
TCTC released a competitive request for proposals on May 5, 2026, and selected Kittelson & Associates, Inc. following that process. The proposed agreement establishes the scope and deliverables described above for a not-to-exceed amount of $195,863, including authorized expenses.
