Financial Impact:
The potential annual financial impact to the Jail budget (BU 2032) ranges from approximately $22,402 to $27,277, depending on level and step placement of incumbents. Reclassifying one incumbent to the Dietary Cook II classification will result in an additional $1,441 cost in the Jail budget (BU 2032) for the remainder of FY 25/26.
There is no immediate financial impact to the Juvenile Detention Facility budget (BU 2036), as the two incumbents reclassified to the Dietary Cook I will retain their existing salary placements under the proposed structure.
Background Information:
The Sheriff’s Office requests approval to update the existing Dietary Cook classification by establishing a flexibly staffed series of Dietary Cook I/II. The goal in creating the Dietary Cook II classification is to help attract experienced candidates, improve retention, and provide advancement opportunities for current staff. Retaining a lower-level entry classification also ensures departments can continue hiring individuals with less experience who can develop the knowledge, skills, and abilities necessary to promote within the series. Flexibly staffed promotions within a flexibly staffed classification series are not automatic, movement within the series will occur based on department needs and at the discretion of the Department Head.
The proposed salary placement is Joint Council Salary Range 15 for the Dietary Cook I, which is the same as the current single-level classification, and Range 19 for the Dietary Cook II. This structure provides a ten percent (10%) separation between the two levels. This structure also maintains an appropriate salary separation of twelve and a half percent (12.5%) between the Dietary Cook II and the Dietary Supervisor classification at Range 24.
Upon approval of the requested classifications, the Sheriff’s Office requests to reclassify one incumbent to Dietary Cook II to reflect the level experience and responsibilities. This classification is also utilized by the Probation Department within the Juvenile Detention Facility (JDF). If approved, the Probation Department requests to reclassify two current incumbents as Dietary Cook I, aligning their job responsibilities with the new structure.
Approval of this proposal will strengthen recruitment efforts as well as support employee development.
The Joint Council Bargaining Unit has been notified of the requested actions and is in agreement.
