Financial Impact:

The registration for the Annual Meeting is $725. The New Supervisor Institute is a separate fee but the amount is unknown at the time of agenda submittal. Additional costs include lodging at $250 per night, parking at $35 per day and flight or vehicle mileage depending on the mode of transportation. The FY 2024/25 budget for Board Travel Expense (1011-532981, District 1, 1011-532982, District 2, and 1011-532985, District 5) is anticipated to cover these costs. Depending on travel and training expenses incurred by outgoing Supervisors prior to the Supervisors-Elect taking office, the remaining budget for the rest of the fiscal year may be very limited.

Background Information:

California Association of Counties (CSAC) is offering a New Supervisor Institute to be held on Monday, November 18, 2024 in conjunction with the CSAC Annual Meeting scheduled for November 19-November 22, 2024. The trainings are specifically designed to familiarize new county supervisors with the requirements of the office, their new roles and responsibilities. Tehama County has, in the past, sent incoming Supervisors to this training prior to taking office, as it is in the best interest of Tehama County to prioritize this training.

Government Code section 25208.4 provides for the training and education of new supervisors and specifies that training costs may be paid by the county, even though the new supervisor has not yet taken office.  Upon written request, Tehama County Code Chapter 2.45.010 enables the Board of Supervisors to authorize the expenditure of county funds for the training and orientation of supervisors-elect prior to being sworn into office.

This request is to get Board authorization to send Supervisors-Elect Burroughs, Walker, and Jones to attend both the CSAC New Supervisor Institute and Annual meeting in Pasadena, California.
