a.                     2026 STIP Cycle

 

The 2026 STIP cycle is underway, and Tehama must begin preparing project proposals in accordance with the California Transportation Commission (CTC) guidelines. The RTIP is a critical funding source for regional transportation projects, and this cycle will determine project programming for the next five years. The update will cover:

 

                     Key considerations include upcoming deadlines for project nominations and amendments

                     Regional priorities and funding constraints

                     Potential impacts of state funding availability on project selection

                     This funding cycle staff would like to look at existing projects to ensure 100% funding prior to programming new projects

 

 

b.                     RSTP Fund Transfer

 

The Regional Surface Transportation Program (RSTP) provides flexible funding that can be used for various transportation projects, including road rehabilitation and transit improvements. This update will cover:

 

                     The status of the RSTP fund transfer process

o                     Currently waiting on Standard Agreements

                     No expected delays or administrative requirements

                     Eligible uses and programming considerations for available funds

o                     Still flexible by agency nomination and reported on by TCTC staff

 

c.                     LTF Fund Transfer

 

The Local Transportation Fund (LTF) is a primary funding source for transit and non-motorized transportation projects. The update will discuss:

                     Potential impacts on local transit operations and planning

o                     Increases to TRAX insurance which have adversely affected regional fund transfers
