a) AGREEMENT - Request approval and authorization for the Executive Director to sign the Amendment #1 to the Misc. Agreement #2023-242 with Housing Tools for the purpose of assisting with the Permanent Local Housing Allocation (PLHA) grant administration for Tehama County and the Cities of Red Bluff and Tehama, thereby amending the Scope of Work in Exhibit B, with a maximum compensation not to exceed $126,200, effective 7/1/23 through 6/30/26 (subject to receipt of required insurance documentation)

Financial Impact:

Funding for this program is from the 2022 Permanent Local Housing Allocation (PLHA) dollars which allowed 5% to be allocated for administrative costs and Homeless Housing Assistance and Prevention (HHAP) grant dollars. The total cost is being increased by $12,790. There is no impact to the General Fund.

 

Background Information:

The Permanent Housing Allocation (PLHA) program was established by the State of California through the Building Homes and Jobs Act (SB2) of 2017. PLHA is a broad, ongoing affordable housing program funded by fees collected from real estate transaction recordings. On 11/8/22, the Board of Supervisors approved the Tehama County Health Services Agency (TCHSA) to move forward with application and further authorized signing associated documents for acceptance of the allocations for Tehama County and the Cities of Red Bluff and Tehama. Housing Tools has been assisting the Department in completing the Plan and Application forms and accompanying materials in relation to PLHA.

 

This amendment expands their scope of work, as outlined in Exhibit B, to assist in consulting services centered around PLHA and Homeless Housing Assistance and Prevention (HHAP) programs. Such services include taking the lead in submitting necessary applications, monitoring, preparing and maintaining the tracking system for formula funds for the County and Cities, supporting documentation, coordination between the County, Cities and Continuum of Care, preparing materials, project management, and general technical assistance. With the addition of the HHAP program to the scope of work, as well as revision to some tasks and increased hourly rates to complete the projects, the compensation amount has increased from $113,410 to $126,200.

 

The following are the amended changes to the scope of work:

Activity 1 - Increased from $73,800 to $82,070

Activity 2 - Increased from $14,610 to $18,530

Activity 3 - Decreased from $25,000 to $19,300

Activity 4 - Added for HHAP Technical Assistance - $6,300

Total: $126,200

 

Housing Tools has first-hand experience working in the public sector and has thorough understanding of local government with a background in community planning processes. If this amendment is not approved, the department will be unable to utilize this vendor's specialized services to maintain compliance in the PLHA plans.
