a) AGREEMENT - Request approval and authorization for the Chair and the Sheriff to sign Amendment No. 2 with Employers Investigative Services (Misc Agree. #2022-264 amended by Misc. Agree. #2024-308), for the purpose of providing personnel investigations to the County, thereby amending the maximum amount not to exceed $160,000, effective through 7/31/25 (subject to receipt of required insurance documentation)

Financial Impact:

The funding was budgeted for FY 2024/25 in the Sheriff’s Professional Services account 2027-53230 and Probation’s Professional Services account 2032-53230.

 

Background Information:

The Board of Supervisors approved Amendment No. 1 on 9/24/24 to amend the maximum amount not to exceed $120,000 with Misc. Agree. #2024-308. Due to cost increases from Employers Investigative Services (EIS) for their pre-employment background investigative services and the time it has taken to recruit qualified internal detective-investigators to complete the necessary pre-employment background investigations an additional increase is necessary.

 

The Sheriff’s Office has successfully recruited two additional extra help detective-investigators and is in the final stages of recruiting a third detective-investigator. Once the on-boarding process is complete the three extra help detective-investigators will be able to expedite the hiring process, along with decreasing the need to use EIS for pre-employment background investigative services significantly. To further optimize cost savings, the Sheriff’s Office and Probation will work together to provide valuable services to the community.

 

Amendment No. 2 is to increase the maximum amount not to exceed $160,000 effective through 7/31/25. This increase will allow the Sheriff’s Office the time to finish on-boarding the internal detective-investigators who will help to reduce expenses to the County in the future, as costs continue to increase.
