Financial Impact:
There is no financial impact on the FY 26/27 General Fund. The grant award amount is not changing.
Background Information:
The State of California Board of State and Community Corrections (BSCC) Edward Byrne Memorial Justice Assistance Grant (JAG) Program is a competitive grant program that supports multi-component initiatives involving law enforcement, prosecution, and probation. The Tehama Major Crimes Unit (TMCU) Task Force aligns with the JAG Program Purpose Area of Law Enforcement Programs through its design to centralize and coordinate the investigative efforts of Tehama County law enforcement agencies responsible for investigating major crimes.
The TMCU Task Force addresses the identified Areas of Need, including Violent Crime, Gang Violence, Gun Violence, and Drug Enforcement. Each of these areas is directly related to the prevention, investigation, and reduction of major crimes throughout Tehama County. The collaborative structure of the TMCU Task Force enhances the County's ability to address complex and multi-jurisdictional criminal investigations through coordinated efforts among participating TMCU Task Force agencies.
The original grant term was 36 months. The BSCC has offered a nine-month extension to allow recipients additional time to fully expend their grant awards during the gap between the current Cohort 3 grant cycle and the commencement of the next grant term. This gap resulted from a delay in determining the allocation of federal funding for the subsequent grant cycle.
Approval of the extension will allow the Sheriff’s Office and participating TMCU Task Force agencies to continue utilizing the remaining grant funds through September 30, 2027, or until the funds are fully expended, whichever occurs first. The extension will support eligible grant activities, including overtime costs associated with major crime investigations and upfitting costs for previously purchased undercover vehicles. Extending the grant period will allow the County to maximize the use of available grant funding, complete eligible activities, and support continued multi-agency investigative efforts without requiring additional County General Fund appropriations for these grant-funded activities.
