recommendation
Informational presentation by Deputy Director Riske-Gomez updating the Commission on the Regional Early Action Planning (REAP) funding.
body
Financial Impact:
$247,576.48 in Federal and State funding.
Background Information:
At the December 2024 TCTC meeting, the commission approved actions ensuring the continued use of Regional Early Action Planning (REAP) funding. Staff are pleased to report that the first invoice has been successfully processed and approved by the program, with the remaining funds distributed in advance of the December 31, 2024 sunset date of the program.
This progress is a significant milestone, and staff would like to extend gratitude to Accountant, Tiffany Jensen, for the diligent work in preventing these funds from reverting to the state.
To reiterate, the commission’s Resolution 02-2022 designated authority to staff to execute and administer all necessary work related to transportation funding. This includes allocation requests, agreements, reports, and other related tasks. Due to delays in approvals and the impending funding expiration, the Executive Director utilized their authority to execute the Agreement between the Tehama County Transportation Commission and GreenDOT Transportation Solutions for the Climate Implementation Program Development on October 2, 2024. Resolution 11-2024 subsequently ratified this action.
Key Milestones and Challenges:
1. Delays in REAP Funding Approval
o Initial project funding application submitted January 26, 2021.
o Approval achieved with version 8 on August 22, 2022.
2. Integration of Carbon Reduction Program (CRP) Funding
o Additional funding approved January 30, 2023.
o Climate Implementation Program programmed in the Federal Statewide Transportation Improvement Program (FSTIP) on October 31, 2023.
o Preliminary environmental clearance approved December 1, 2023.
3. Request for Proposal (RFP) and Award Process
o RFP readvertised due to Disadvantaged Business Enterprise (DBE) goal requirements.
o Master Fund Transport Agreement (MFTA) approval achieved June 26, 2024.
o Sole-source award granted to GreenDOT Transportation Solutions after no proposals were received by the September 12, 2024, deadline.
4. Oversight and Audit Requirements
o Pre-award audit conducted and concluded on April 29, 2024.
o Corrective action plan implemented following findings on May 1, 2024.
5. REAP Funding Deadline
o Funding utilization deadline confirmed as immovable by the California Department of Housing and Community Development (HCD).
o Executive Director executed the agreement on October 3, 2024, to ensure compliance and avoid jeopardizing funds.
